Dr Thea Lynn Cesare
Deputy Director – Legal Affairs

Dr Thea Lynn Cesare has been appointed Deputy Director on 8th August 2022, responsible for the MCAST Legal Office. Her role is to advise the College and MCAST Gateway to Industry on legal and regulatory matters associated with the College’s activities, inter alia corporate governance, policy formulation, contract drafting and negotiations, employment and student disputes, compliance and pre-litigation dispute resolution.  She also represents the College’s interests in the Maltese Courts and Tribunals in actions filed by or against the College.

Thea Lynn‘s Doctor of Laws Thesis entitled “Remotely Piloted Aircraft Systems: The Legal Challenges” delved into the controversial roles and use of Remotely Piloted Aircraft Systems (“RPAS”), commonly known as “drones”, in military, business or commercial operations, drone journalism and recreational or sport operations. The thesis largely focused on the use of civilian RPAS and the need to embrace and work on regulating the new technology in providing a safe, and well informed civilian use.  

An abstract of the thesis was chosen by the Faculty of Laws of the University of Malta to be published in the European Yearbook of Tort and Insurance Law. This yearbook reported on developments in tort law in 2017.

After graduating Doctor of Laws from the University of Malta in 2017 and taking the bar in 2018, she commenced her legal practice in various Maltese Courts. She regularly advised a range of clients, including public authorities, insurers, and multinational clients and companies in matters that concern legal rights and obligations, business transactions and in claiming liability or debts. Thea Lynn dealt with dispute resolution and litigation in civil and commercial matters and assisted local and foreign clients in front of the Maltese Courts, Arbitration and in front of specialised Boards and Tribunals.
